Income Tax Collection: Have you ever wondered where governments get the most money to run their countries? Whether it’s building roads, strengthening the military, or spending on education and healthcare, the biggest source of funding is taxes.

With the Indian budget recently announced, the question of which country earns the most from income tax has come back into the spotlight. Is India at the forefront in this regard, or are countries like the US, China, and Russia far ahead? Let’s understand this in simple terms.

The Picture of Income Tax Revenue in India

Presenting the budget for the financial year 2026-27, Finance Minister Nirmala Sitharaman made it clear that the government is now focused on strengthening tax collection. This time too, no relief has been given in the income tax slabs. The government aims to generate approximately 21 percent of its total revenue from income tax.

Besides this, a significant amount of revenue is expected from corporate tax (around 18 percent) and GST and other indirect taxes. A notable aspect in India is that the tax burden is gradually increasing on the middle class, while the government uses this money for infrastructure, subsidies, and development schemes.

The Dominance of Income Tax in the US

When it comes to the world’s largest tax collector, the US leads the way. Income tax is the biggest source of government revenue there. The tax rate on individual income in the US is quite high, and its population is considered quite disciplined in paying taxes. This is why the US government receives a large portion of its budget from income tax alone.

China’s Different Model

China’s tax system is quite different from India and the US. A large part of the government’s income comes from state-owned companies and industrial profits.

While income tax does contribute, its contribution is not considered as significant as in the US or India. China focuses more on production, exports, and government control, which provides it with substantial revenue in addition to taxes.

The Situation in Russia and Pakistan

In Russia, the income tax rate is relatively low, but the tax system is quite strict. Revenue from oil and gas constitutes a large part of the government’s income. In Pakistan, income tax collection is quite weak. Due to the low number of taxpayers, the government has to repeatedly resort to borrowing.

Does India collect the most income tax?

In a direct comparison, India lags behind the United States in terms of income tax collection, but its position is quite strong among Asian countries. A key feature of India’s system is that the tax base is expanding rapidly. Thanks to digital systems, Aadhaar linking, and stricter regulations, more people are now coming under the tax net.

What will change in the future?

The government’s focus is now not just on increasing tax revenue, but on expanding the tax base. This means encouraging more and more people to pay taxes so that the burden doesn’t fall disproportionately on any single group. In the coming years, the income tax system is expected to become even more transparent and technology-driven.
